So, Tommen has been brought a fawn - a young deer - that was captured on a hunt. Captured, not killed - life was spared during pursuit of its elders.
The younger brother of the Crown Prince had a fawn before, but the Crown Prince skinned it for a jerkin. A jerkin meaning vest/coat, item of clothing, a garment used to cover.
Apply this to other characters:
Who is/was the Crown Prince? Rhaegar.
Who is the younger brother of the Crown Prince? Viserys.
If we apply the direct parallel, this passage would say:
Viserys had a fawn, but Rhaegar took its skin in order to wear it.
Viserys then was given a replacement one after it was captured in a hunt.
If we think of fawns as young girls, Viserys had a first in his possession at one time. Lyanna.
His older brother killed it for its skin. Skinchanging/Faceless Men.
Viserys later got another one to care for. Dany.
This latest fawn was captured and taken away from its home to be raised elsewhere. The house with the red door.
Viserys was separated from his brother for safety reasons (the spare of the heir) and doesn't miss him at all.

You guys are killing my productivity at work by coming up with these interesting angles.
I've toyed with the idea of Rhaegar skinchanging Lyanna before. If Rhaegar did whisper Lyanna's name as he lay dying on the Trident than it could parallel the death scenes of two other characters, Robb and Jon who as they lay dying call out the names of theirs wargs Greywind and Ghost.
Your idea about Viserys is interesting as well. If Rhaegar originally gave the crown to Lyanna as an overture to block her marriage to Robert, he couldn't have been doing it on his behalf since he was already married with children, but may have been doing it on behalf of his younger brother who wasn't present at the tourney. This would be an exact parallel with Brandon asking Asharsa to dance with his younger brother Eddard.
